Logically, it seems...It's probably not a balk. Logically, it seems to me, except for specified exceptions (weather delays, e.g) the rules should apply to game-related personnel and occurrences. There's probably a rule dealing with pitchers shot by groundskeepers, for instance ("interference"). For what fans might do ... probably not.
